PBBM: 4PH Township Progress and P3.8M Barangay Aid Highlight Visit

PBBM: 4PH Township Progress and P3.8M Barangay Aid

PALAYAN CITY, Nueva Ecija — President Ferdinand Marcos Jr. visited Palayan City on April 23, 2026, to lead the distribution of P3.8 million in financial assistance to 19 village officials and inspect the massive housing development under the Pambansang Pabahay para sa Pilipino (4PH) Program.
The President (PBBM), accompanied by Palayan City Mayor Vianne Cuevas , her father Businessman Vicente “Bong” Cuevas, 3rd District Rep. Julius Cesar “Jay” Vergara, and DHSUD Sec. Jose Ramon Aliling , personally inspected the fast-paced construction of the Palayan City Township Project in Barangay Atate.
The condominium-type development sits on a 23-hectare lot, aiming to house 22,596 beneficiaries across 24 residential buildings. Each unit measures 27 square meters and the community features amenities such as a central park, swimming pool, clubhouse, and sports courtyards for basketball, tennis, and volleyball.
Mayor Vianne Cuevas told Breaking News Online that the President was impressed with the development. “We have already completed 4 buildings now occupied by residents and still accepting applicants, while another 4 buildings are currently under construction,“ Cuevas shared
PBBM emphasized the vision of the project: “We are building not just houses, but a community with livelihood and service,” Marcos said. The 4PH program aims to reduce the national housing backlog of 6.5 million units.
Aside from the housing inspection, the President met with 19 village officials to turnover P3.8 million under the “Bawat Barangay Beneficiary Program.” Each barangay was allocated P200,000 sourced from the Socio-Civic Project Funds (SCPF).
The fund is split into two categories:
– P100,000 for Education: Each barangay will provide P20,000 educational assistance to five (5) deserving ” Bagong Pilipinas Barangay Scholars.”
– P100,000 for Development: Allocated for priority projects identified by the barangay.
The agreement was signed between Malacañang’s Senior Deputy Executive Secretary Maria Luwalhati Dorotan Tiuseco and the barangay officials, ensuring transparency and strict auditing.
Rice Distribution and Kadiwa Inspection led by the Chief Executive also witnessed the initial rollout of 10-kilogram sacks of rice to 100 ambulant vendors in the city.
Concluding his visit, the President inspected the Kadiwa ng Pangulo stalls showcasing locally produced goods from farmers across Nueva Ecija. The initiative continues to provide affordable food products to consumers while directly supporting the livelihoods of local agricultural workers.
Among the products that caught the President’s attention were the “Suso” (river snails) , a native delicacy sourced naturally from the local rivers and rice field. Known as a special dish when cooked in coconut milk ( Ginataan Suso with chili ), the President enjoyed lighthearted conversations with the vendors about this local resident’s favorite.

The President was seen taking a close look at the different local displays, including the “Suso” (river snails) , a native delicacy commonly found in the local rivers and rice fields of Nueva Ecija. As photos of the President admiring the produce circulated, social media users were quick to react with humorous banter.
One netizen commented, “Suso is a native produce, best served as a special dish in coconut milk with a kick of chili (ginataang suso with chili)—just one sip, it’s okay!”

As a gesture of hospitality, Mayor Vianne Cuevas presented the President (PBBM) with a variety of local preservative products as a souvenir and “pasalubong” to bring back to Malacañang while President BBM enjoyed lighthearted conversations with the vendors.
