Zero Requirements for 40,000 Students to receive P5,000 Allowance

GAPAN CITY — The number of students covered by the Congressional Educational Assistance has reached 40,000 in the 4th District of Nueva Ecija, with each set to receive a P5,000 allowance as the enrollment for the 2026-2027 academic year approaches.
The 4th District of Nueva Ecija is composed of Gapan City and the municipalities of Peñaranda, General Tinio, Cabiao, San Isidro, San Antonio, Jaen, and San Leonardo.
Thousands of students and their parents have gone viral on Facebook, expressing deep appreciation for the initiative of Rep. Emerson “Emeng” Pascual. Many praised the move as a timely way of setting aside politics during the ongoing economic crisis to prioritize students who deserve help.
This assistance comes at a crucial time of Rep. Pascual, as families across the district continue to struggle with the rising costs of fuel and expensive essential goods.
The lawmaker told Breaking News Online that students can avail of the allowances with zero requirements—no ranking of grades, no national identification card, and no strict documentation.
Various students who were interviewed by Breaking News Online were almost in tears, saying that the financial assistance provides a momentary relief from their burdens. They described the lawmaker’s “Zero-Requirements” offer as amazing and a rare offering compared to the strict processes of other scholarship programs.
Gina Abesamis , a DepEd public school supervisor, praised the lawmaker for his commitment to the district’s infrastructure. According to Rep. Pascual, the proposed additional school buildings for Peñaranda National High School are set to be constructed this year, with the full support of DepEd Secretary Sonny Angara.
This collaboration aims to provide a better learning environment for students while addressing the classroom shortage in the town.
In San Leonardo, a town recognized as a bailiwick of his opponent’s camp, a surprise development took place as Rep. Pascual was successfully allowed to use the school facility of the Nueva Ecija University of Science and Technology (NEUST).
Mayor Niña Nagaño-Joson was unable to attend the event personally due to a prior official appointment.
The original venue was set at the San Bartolome gym, but due to the open-air setup and the potential inconvenience for the thousands of attendees, the move to the NEUST airconditioned gym provided a more comfortable and conducive environment for the registration process. This shift was seen as a positive sign and cooperation for the benefit of the students.
During a Facebook Live session, Rep. Pascual clarified that the registration is aimed solely at providing financial assistance to resident-students, regardless of political affiliation.
“I am not here to seek your votes. What I want is for you to study hard—Just study hard, “” Mag-Aral lang kayong Mabuti” he announced. This sincere statement elicited roaring applause and cheers from the crowd, further prioritizing the youth’s future over political interests.
The atmosphere during the event also reached a fever pitch when one student held up a surprise placard that read: “I thought Daniel Padilla was Cong. Pascual, It turned out to be!” This humorous comparison sparked roaring laughter and a massive applause from the crowd.

The student’s witty remark further intensified the support for Rep. Pascual, got additional allowance for the students, leaving the audience in high spirits.
In another town, the mood remained light as some students jokingly shouted at Rep. Pascual, asking if they could receive an iPhone 17 as a reward if they graduated with high honors or as Magna Cum Laude . The playful request drew laughter from the audience, showcasing the lawmaker’s lighthearted rapport with the youth, who are now more motivated than ever to excel in their studies.
In General Tinio and Peñaranda, there are about 4,500 applicants each; Gapan City has around 9,000; San Leonardo has almost 6,000, San Antonio about 6,000. Registration for Cabiao, San Isidro and Jaen. will be set for this week end or next week.
Registration and Distribution Updates
While private colleges begin enrollment this April, general enrollment for most institutions is set for May and June, with the official start of classes scheduled for July 20, 2026.

For the sharp-eyed Novo Ecijanos watching the two archrival camps, education has become the bridge for a much-needed “handshake. ” It is a scent of hope that residents are beginning to rejoice in—a sign that the old ways of bitter politics may finally be giving way to a better future.
It is time to look past the grimmer days of the past and stand for a relationship back that leads to a peaceful atmosphere. Our youth deserve to see their local leaders lead by example, showing that good governance prevails when leaders cooperate. When this happens, every resident in the 4th District wins.
Many residents are now looking at San Leonardo Mayor Niña Nagaño-Joson as the potential bridge for this handshake between her father, Vice Mayor Froilan “Elan” Nagaño , and Rep. Emeng Pascual .
This hope isn’t baseless. People still recall the viral moment when Mayor Niña welcomed Rep. Pascual’s sister, Gapan City Mayor Emary Joy Pascual, to resolve the problematic traffic congestion along the Maharlika Highway boundary. That meeting, which garnered thousands of likes, was seen at the Facebook post as the start of a productive relationship.
Furthering this good sign, the young lady chief executive allegedly allowed Rep. Emeng to use the university gymnasium for the benefit of her constituents—giving San Leonardo students the opportunity to receive their allowances.
As one resident commented at the social media, while Mayor Niña remains firm in her independent leadership and her oath to deliver development, she has shown that there is a time for politics and a time to truly serve. In one resident also commented: “Wow, this is it! It’s a good sign for the handshake. Maybe someday, the cool air of hope will prevail make it 80-90%. “
